CSS and HTML don't have a lot of things but php do if you going to create php for something real ( like forums some register system...)
something important like something to do with money (paypal....)

you should ask a professional to do it because there are hackers out there....

php.net is a good sources and it orangize but the problem is you don't know where to start with php.net so use w3school before php.net
